    Razak’s decision is based on common officer training: one of your primary objectives at all times is to keep your men alive, because without your men you are incapable of fighting the war they are trained for.
    Officers who spend soldier’s lives like candy tend to do extremely poorly: it’s a bad way to lead, and is generally highly ineffective in warfare situations, since sacrificed lives do not automatically mean success.
    Sometimes all they mean is somebody die for nothing.

    Unfortunately military intelligence is only as good as it’s intelligence-gathering methods.
    Gathering information on an enemy that doesn’t speak, doesn’t betray it’s side, and has only one reaction to human presence (that reaction being hostile attack) is very difficult.
    It’s possible he’s under a lot of pressure, simply because nobody else can gather anything significant on the Bugs, and their lack of intel on them is something that’s a constant in the show’s progression.

    He and Carmen’s ranks seem to jump around a bunch during the series: it’s possible the writers forgot what they were supposed to be and kept changing it back and such.
    Another explanation is that Zander’s arrogance and Carmen’s frequent outspeaking against her superiors cause their ranks to drop a few times.

    Though Razak’s decision was bold and heroic. It was also short sighted. Information gleamed from the captured bug could have saved more live than. The ten squads that were saved by dropping it.
